Syntax: cast 'overcharge' <wand>

Through the careful application of minor lightning magics, a scholar of
air may overcharge a wand, slightly increasing the effective spell level
contained within and granting it an additional charge. These magics are not
without risk, however -- it is quite possible for the mage to miscalculate
the charge, rendering the wand completely worthless. This risk increases
drastically the more overcharges are attempted on the same wand. Facility
