I had hand to hand improve while fighting when I was wielding a flail/shield. I didn't think that could happen? This is a fighter on 5/6 post patch, log below.

I believe that's not a bug. Some in combat skills that use the body instead of a weapon, such as "kick" are now governed by the hand to hand skill, instead of your currently equipped weapon skill.
