Freeze is a spell with two distinct applications. When cast underwater, it will lag all people in the room who are not grouped with the caster and penalize their dexterity. If cast anywhere else, this spell coats the ground with a thin sheen of ice, causing characters who enter or fight within the room to have a chance to slip and fall. This is most effective when cast on top of water, but still functions elsewhere. Water templars, water scholars, and those who are flying are immune to this effect.
