If a character has been denied, it means that character has been removed from play and may no longer be logged into. This typically happens punitively due to rule violations and is permanent. Unless a player is also banned, they are free to roll up a new character, but will not get the old one or any of its items, titles, roles, etc back. The name will also be blocked from future use.
