Syntax: cast 'monsoon'
An adept of water and air can call to the skies themselves to send down torrential rain, soaking the area and all adjacent areas in a downpour. Though weather is never completely predictable, such a monsoon will often be additionally fraught with higher winds and slightly cooler temperatures.
